What was the significance of military build-ups in Europe -- both in the late 1800s and post World War I?

During the late the late 1800 hundreds we were just getting our country back in order and at that time in the world a lot of countries in Europe were making colonies around the globe and some of the military build up during that time was to protect said colonies or to take other countries colonies from them. Germany is one of the main reason for the post ww1 military build up and they wanted more land thanks to the nazi party and they wanted all of eastern up under their control.
