I would say - reducing or eliminating economic aid is the best way to bring such nations on track since imposing economic sanctions involves a greater institution like the United Nations, and military intervention would cause unnecessary conflict. So, at an individual level, cutting down on aid is a good way to warn the violating nation. What do YOU think?

Hmm. See of course all of them are possible way - but the first option is the most apt when you want to act rationally, especially when the matter is at a delicate initial stage. In fact option 2 and 3, would be applicable next in case the country continues to violates the laws. First sanctions would be imposed by the UN, and after that if things continue to get worse, there may be an organised military intervention. The case of Libya recently is a very good example.
