No, because you can have 21.9 or 22.2 carat at your own will. Proportions in pure substances are dictated by the laws of nature, not by your own free will.

Glucose is a compound - it's definitely a pure substance. Ofcourse however, the molecules may be found in a pure state, in in a mixture or a solution - but that's a completely different story.

'22 carats of gold' is just a way of representing the concentration of the element gold in the mixture, i.e. the alloy.
