It is not a metaphor, because metaphors represent something. Verona seems to represent Verona (a city in Italy), not something else. A refrain is (def.) "A phrase, verse, or group of verses repeated at intervals throughout a song or poem, especially at the end of each stanza." Verona is not repeated, so it cannot be that one. The choice is between allusion and alliteration. Check the definitions, and let me know what you find.
