notice the pattern
see 10.0cm = 0.10*10^2cm
if the exponent is negative you're moving decimal places to the left if the exponent is positive then you're moving decimal places to the right
first ask yourself. how many decimal places are you moving?
its simple multiply and divide number by 1000 thus (9999.0/1000)*1000 9.999*10^3 decimal is shifted to left by 3 points

look here suppose you have a number 9999.2 and you are supposed to shift decimal by 10^3 or 1000 now multiply and divide number by 1000 (9999.2/1000)*1000 now (9.9992)*= 9.9992*10^3 this means you need to shift decimal by 3 points left you multiply with 10^3
