look here suppose you have a number 9999.2 and you are supposed to shift decimal by 10^3 or 1000
now multiply and divide number by 1000
(9999.2/1000)*1000
now (9.9992)*= 9.9992*10^3 this means you need to shift decimal by 3 points left you multiply with 10^3
