4x - y = 3
So
Subtract 4x both the sides:
-y = 3 - 4x
So now multiply by (-1):
y = -3 + 4x
or y = 4x - 3

Put this value in the second equation in place of y:
7x – 9y = –2
7x - 9(4x-3) = -2
7x - 36x + 27 = -2
-29x = -29
x = 1
