What happened to the usercreated groups?

You'd think you'd know...being Jesus and all ;P
Too many were off topic, uneducational and getting out of hand. Mods couldn't really watch them all and some were inappropriate. There are still some groups lingering around but we can't make them anymore.

Then why not make new mods t/han for each group

Well when they had it whoever made the group became the mod of that group. Site mods aren't notified or whatever when new groups are created as I understand it, so they disabled the function. Too many groups to try to moderate is just unrealistic. Especially considering most weren't educational.

yes they removed the unofficial group modship. if i recall right, there's only one group mod remaining in the openstudy world
