I was just posting a question at like 9:50pm (according to the screen shot) It was only my second question for the day. I asked the other one in the morning. It was just a geometry question.

Hmn so i think that is because of many questions were asked at that instant by the other users . .

That is why it gave the message to you !!!

It happened to me also : but with chat also : i tried to reply but it said " too many replies , wait for X seconds."

It happens!!!!

TIP : wait for 54 seconds !!!

The main explanation is just that too many questions by all users ( not by u @rebeccaskell94 -->individually) ...

Hence it showed you that message as a pop-up
