If you're rounding it to 2 significant digits then you want to keep the two most significant digits...which in this case is X.X. In this case you're basically just rounding the ".46" to ".5".

Maybe it will help if we did the same thing for the value 4.432...rounded to 2 significant digits. That adjusted value of that would be "4.4" since the ".432" rounded to 1 digit is just ".4".
