The arrangement of the atoms in the molecule isn't evident because the atoms may not be arranged in a way that suggests structure. Take H2O(water) for example. Water molecules are in a "bent" shape, yet it is impossible to know that based on the formula of the compound H2O, unless you already knew beforehand. That's why the arrangement of atoms isn't obvious from just looking at the compound formula.
