Jason ran for 1.5 hours with a 2 mph wind at his back. It took him 2.5 hours to get home with the same wind in his face. If he ran in the same manner and effort, how fast would Jason have run without the wind?

You need to use relative motion. Or in this case relative velocity. The total velocity of Jason on his first trip is V (his velocity without the wind) -2. That equals distance over time. Time in this case is 1.5. Then on his round trip it is V+2= D/2.5. Now you have two equations and so you can solve for V.
