radius = 6, so circumference of the base = 12pi. the circumference of the whole big circle to make the hat is 32pi. now the ratio of 12pi/(32pi) is the fraction of the area needed to make the hat. 12pi/32pi = 3/8. So take 3/8 the area of the circle whose radius is the slant height of the hat.
