Any further rules on writing this letter may be found on (in) the 'Latino Scholarship' website, www.blablabla.etc. (document).

"There are some rules on the Latino Scholarship on .... " - (is that a website? or maybe a letter or type of document? if it's a website, use the 'on the...'. And if it's a document or something similar, use the 'in the 'Latino Scholarship' letter/document..'
