Let's go through this step by step: (A) can't be right. The Great Leap Forward was a massive failure and did a lot more harm than good to China's economic health in the long run. You can also forget (C) which swaps the reasoning between the Great Leap Forward and the Four Modernizations. And (D) is also doing the same thing - the Great Leap Forward was short-term, the Four Modernizations is actually focused on the long term health of China's economy. So, knowing that the Great Leap Forward was pretty horrible and the Four Modernizations are what are driving China today, there's really only one answer that makes sense - (B).
