you see that one vertex is at the center of the semi-circle. So, taking two points on the same arc results in two equal sides PQ and PR , each measuring equal to radius...  This gives Isosceles Triangle rather than Scalence.. 

So, you can figure out the choice yourself now...

So this cannot be scalene triangle, as A scalene triangle is a triangle that has three unequal sides.
