If less is better, by what percentage is 2000 greater than 5000?

If we make the numbers given act in the way we describe, we should multiply both by negative. Then, -5000*x=-2000. Therefore the increase is 1.4 or 40% greater. Is that right?

Maybe it's (2000-5000)/5000 = -.6, but since things are backward, it is .6.
