If a friend offers to paraphrase a paper for you, it is not plagiarism because no one else has seen it before. it is plagiarism only if you do not put your own name at the top. it is not plagiarism if your friend remembers to use citations. it is plagiarism because you did not write the paper yourself.

If you copy a paper word for word then it is plagiarism. If you re-write a paper in your own words and use citations to where you got your sources from then it is not considered plagiarism. If you copy it word for word or just change up a sentence or two and claim it as your own original work it is plagiarism.
