how do I find the value of "e index zero" and "e" in the electrostatic repulsion formula?

OpenStudy (ghazi):

speed of light = \[\sqrt{e index zero* u index zero} ....value of u 4pie*10^-7, C= 3*10^8 now you can find e index zero\]
