if the range of data set a is larger than the range of data set b, then the standard deviation of set a is (always, sometimes or never) larger than the standard deviation of set b....i think its always but i have to get this question right!

Negative. There is no direct relation there. You can devise a set where the range is very very large, but the deviation is minimal.

In MOST cases, the standard deviation for a large range will be higher, but definitely not always.
