I believe the answer is the G.I. Bill, since the McCarran Act was about security, the Smooth-Hawlet Tariff went into affect way before World War II started, and the North American Free Trade Agreement didn't have too big of an effect on the American middle class. Also, the G.I. Bill provided a lot of benefits for veterans of World War II.
