During both periods, immigration restrictions were tightened because of fears of foreign influence. During both periods, the Communist Party grew significantly in size despite the government's anti-communist efforts. During both periods, there were numerous government employees involved in selling national security secrets to the Soviet Union.

You can eliminate the 1st and 3rd choice because they're wrong. You can also remove the 4th choice as well because it doesn't apply to the First Red Scare. So, you are left with " During both periods, immigration restrictions were tightened because of fears of foreign influence" as your answer.
