Misha wants to construct an isosceles triangle which is not an equilateral triangle using a straightedge and compass. Which of these steps is part of constructing an isosceles triangle? constructing arcs above and below the first line segment constructing a parallel line constructing a perpendicular line constructing a 180 degree angle arc

you wont need the arcs as it is construction and your ruler can already give you the straight line you do not need a parallel line the perpendicular line is constructed on the line as a perpendicular bisector as the length at each segment and the perpendicular bisector is the same height, using pythagoras' theorem, you know that the slants are equal. It would never be equiletral when you draw the lines as there is already a 90 degree right angle.
