What process took city-states from monarchy to aristocracy and, in Athens, to democracy?

Tyrants and monarchs caused too much discontent among the city-states, and decided that something had to be done. Each city-state slowly shifted to a new form of government, such as democracy for Athens, and an aristocracy for other city-states.
