Let's step through this one: (A) isn't right because it was passed in the early 1900s and focused on Cuba. (B) is also wrong because the Roosevelt that this refers to was Teddy Roosevelt, US President in the early 1900s. (C) Cash and carry was passed under FDR, but isn't the answer we're looking for as it was all about the purchases of arms and material from the US. That leaves the only right answer, (D), which was intended to promote more peaceful relations with Latin America through opportunities such as trade and diplomacy. Before that, during the 19th and early part of the 20th century, the US basically muscled in with its military whenever something happened in Latin America that it didn't like.
