since the vertex is \((-3,-13)\) you know it looks like \[f(x)=a(x+3)^2-13\] the only thing you don't know is \(a\) but you know \(f(-4)=0\) so replace \(x\) bu=y \(-4\) , set the result equal to 0 and solve for \(a\)

i.e. solve for \(a\) if \(f(-4)=a(-4+3)^2-13=0\)
