There is no such thing as a scientific 'law', persay; there are only scientific theories. In order for an observation/conclusion to become a scientific theory, the same experiment must be repeated by other parts of the scientific community. When, over a range of experiments, the conclusion is the same, it can become accepted and valid. Hope that helps ~
