Your original value is 0.0022 and it has 2 significant digits: "22".  Converting it to scientific notation you would keep the two significant figures...but the first digit to the left of the decimal MUST be from 1 to 10.  

So in this case, you could shift the decimal place 3 places to the right and get:
$$2.2x10^{-3}$$
