it means that scaling and equation doesnt effect the results in the end; so it doesnt matter what you start out scaling them by ....

multiply the top by -3/7 and the bottom by 1 .... why aint that one in there?

yes but the options do not have that .. @jiteshmeghwal9 they have: \[\large{7(7x-9y)}\]and \[\large{3(3x-64)}\]
