Which reformers? Some have worked for or against all four of these things. That is, some favor more "local control" of schools (against A) and some favor more "state standards" (for A), some favor open admissions policies (for B) and others favor strict residency requirements (against B). Some favor high standards (for C) and others accomodation of unique needs (against C). Some favor efficiency (for D) and some favor more school funding, particularly for non-core subjects (art, music) (against D). Nearly any change you can imagine has been called "reform" at one time or another.
