If I am narrating the story and I want to make a comment or or ask a question of the reading audience, how do I do it? For instance-Well, Tyler was so startled by the guy that he stopped eating. “Alert the presses! He stopped eating."

If you are narrating you are already talking to an audience so there is no need for the quotation marks unless you are talking to another *character in your narrative.
