yes you got the answer right! let me put the explanation correctly : to begin with, there was 40 gallons of water in tub after 4 seconds, there are 0 gallons of water left in the tub. (Everything drained) so... rate of change = \(\frac{0-40}{4-0} = -10 \ gallons\ per\ second\) negative sign indicates its decreasing !
