When was the quote "One death is a tragedy, one million a statistic" said?

From what I've read, no one is absolutely certain as to "when" it was said, but the phrase has been popularly attributed to Joseph Stalin who was the leader of the Soviet Union on through WW2 and into the starting years of the Cold War.
