4 times 3 = 12a
a times b = 4b
12a-4b

first of all multiply 4 on the right side
P=12a-4b
now add 4b to the both sides
p+4b=12a-4b+4b
+4b and -4b get cancelled on the right side
it becomes
p+4b=12a

you need to solve the following two inequalities
2x+7>13
and
2x+7<-13
