Why did the Norseman settlements fail
If you are talking about the Norse settlements in North America, they didn't last probably due to hostile tensions with the native people. The colonies typically were just used for lumber and other resources. There were no intentions of the colonies becoming cities.

Yeah, it cost way too much money and they were starting to descend into a lot of internal chaos and instability.

I know that north of China is rather rough and there is the Gobi desert there, so a lack of water there would definitely deter Chinese expansion.
West of China, there are deserts as well that are tough to control
South of China, they've tried and tried to control it. But no matter how hard they try, they always get beaten by the Vietnamese.
