i am guessing it is \(2r-9<-6\) but that is only a guess
It says... 2r – 9 ³ –6
then there is a typo, because \[2r-9^3-6\] is not an inequality
there is no symbol like \(<\) or \(\leq \) etc

i take it this is some on line course there is a typo here
Its is

if it was \[2r-9<-6\] you would add 9 to both sides and get \[2r<3\] then divide by 2 and get \(r<\frac{3}{2}\) but there is really no reason to speculate because it could be anything
