It means nearly all man under pressure or substandard undesired conditions wont change him. But if you really wanna test if a man is good or bad give him power. 

Example Take away all his food and would he resort to stealing?  VS give him control of all the food in the world what will happen?

Hey, anybody can stand up to a few punches, but makes you a good person is not if you are so weak that you can't beat anybody up. Try being the strongest person in the world and not beating anybody up. Can you stop yourself from beating up your sister, your bully, your teacher, your parents even on  a bad day?
