The 1/7x term keeps it from being a polynomial.  There are two terms, and since it's not a polynomial the question of degree is moot.

i am assuming that it is 
$$\frac{-2x+1}{7x}$$but as @NoelGreco  said, it is not a polynomial

No.  If the second term were 1/7 times x (x not in the denominator) it would be a polynomial.
