I think it is just the "in all living species" phrase that is not the right choice of words. It should be "most animals".

Hi @QRAwarrior I think there is no contradiction. If I am not mistaken, the confusion arises from the "only mammals" versus "all living species" distinction? I personally read the two sources as: the fully developed and complete neocortex, an elaborately layered and intricate structure, is found only in mammals. The simple (so simple that it does not resemble the modern neocortex) constituents of the *primordial* neocortex were and are present in all living species.
