This question I'm not quite sure what kind of answer they want. Solar activity affects temperatures on earth in many ways. However when you ask about its affect on "global sea surface temperature" I'm not quite sure what aspect they want you to emphasize.

I mean... More solar activity means more heat energy being transferred to the sea (along with all other parts of the world) This increase in temperature results in a higher evaporation rate, which means bigger clouds and larger storm systems. This kind of thing can cause more hurricanes. ...what else they want me to say about it I'm not sure, though there is plenty more I could say. It's not that I don't know how more solar activity affects ocean surface temperature, but the answer is so broad that you could write a book about it. Hence it would help if I knew what level science this is, and what chapter/section of your course this is, so that I can better know what aspects to emphasize.

Anytime. But I think you would get better answers if you could put a little more detail. Like I say: What section of your book is this (assuming you have a textbook that you are working from) ? What level science is this exactly? physics, general (integrated) science, what grade are you in etc. All that would help us be more specific. Glad you feel I helped though. Welcome!
