What is important about a legislature? And who has more power, legislature or jury?

I'm assuming you are asking about the American government? A legislature represents the people. They are the first people to pass a law, which then goes through the executive branch. Through Checks and Balances, no branch is more powerful than the other. Each branch balances the others and checks the other. There is always one branch that can potentially overrule the other.
