I have started taking a more in-depth Biology courses since I was 13-14, so I think there isn't really an "ideal" age per se.   Also check Carnegie Mellon's open-course in Biology.  It is pretty structured, you can do it on your own pace, and has interactive quizzes and models.

In that case, you might also want to check CK12 Biology courses.  It is structured for a High school level and the textbooks are downloadable to iphone or computer for free.
