Discuss the dual nature of electromagnetic waves and how they travel in a vacuum and through a medium?

What dual nature? The only thing different about traveling in a medium is that the wave is continually absorbed and reemitted by whatever is in the medium. The absorption and re-emission takes a teeny bit of time, of course, so the wave ends up travelign slower than it does in the vacuum.
