To turn a percent into a fraction we recall that a percent is "something"/100. To convert 81% into a fraction we simply write 81/100.

Now if we end up with something more complicated, like 81.23%, we do the following. We can't write this as 81.23/100, because of the decimal. But, if we multiply the top and bottom by 100, the decimal goes away. We get:\[\frac{81.23*100}{100*100}=\frac{8123}{10000}\]then you simplify the fraction, if possible.
