That's not 7.5, that's 7.5x10^7. Remember 10^7 is 10*10*10*10*10*10*10=10000000 which is just a 1 with 7 zeroes behind it. 7.5 times 1 is just 7.5, so you can replace the 1's place is 7 and then 5 with 6 zeroes behind it. Does that make sense or just confuse you more?

Yeah, although it really doesn't matter which order you do them in. But it makes more sense to do that 7.5*10^7 first because that's one number. They just compressed down the 0's by writing it at 7.5*10^7 instead of 75000000, that's all.
