State court definitely. If the amount is small enough, it might be Small Claims Court. If larger, it will probably be Superior Court for the particular county in which either lives, or the incident occured. Hard to say what the official name of the Court will be: Superior Court for the County of XXXX, or District Court. Usually there's one per county, but I'm not sure.

OK, Minnesota is divided into districts, so it will be the District Court for the district in which Jude Flaw lives, or in which the plumbing job took place, if not the same.
