well (a) wants an equation for total width of page.
So if you let g=gap, m=margins, and c=column and p=page width you get
\[p=2m+2g+3c\]
m=0.5 inch, so, you can write \[p=1+2g+3c\]
you know that p=9, so again, substitute that in you get \[9=1+2g+3c\]

Now for (b) you just need to rearrange the equation for g or c and substitute the values in that they give you.
