Well it is silly to have 52 you always put the decimal after the first digit in scientific notation it is not asking to convert to standard notation but this is all you do you have 52.63x10^-3 you can still move one decimal place to the left so rewrite this as 5.263x10^-2 it is -2 for the new exponent because you were moving left in the first place because it is negative. since i moved the decimal left for 52 to 5.2 we dont have to move it back -3 anymore here is how you check it lets convert it to standard and check the answers we get: 52.63x10^-3 = 0.05263 and 5.263x10^-2 = 0.05263 same answer :)
