I am more of a computer hardware and software geek. I dont know much on designs, actually, its a topic i was planning to study later on. Sorry i couldnt help you.

what kind of design do you wanna do ? Interfaces or web design or 3D modelling ? Please narrow it down ! For interfaces you'll have to name a programming language,otherwise i can't help. For web design,you can use GIMP and Inkscape and Photoscape for creating buttons and editing images(you will find documentation on these programs on their official websites,and the best part about it is that it's free !!--->here's a website : http://www.wowebook.be/category/graphic-designing/).Also,for web programming you'll need to learn CSS,HTML and Javascript in order to make your designs better(you can download books on web programming from here : http://www.wowebook.be/category/web-development/). For 3D modelling i highly recommend Blender,which is also free,including the documentation.All of this software will work on Windows,Linux and Mac.
