well this is a composite shape question as there is a 

cylinder

$$V = \pi r^2 h$$

and cone 

$$V = 1/3 \pi r^2 h$$

find the 2 volumes and add them together for the answer. 

the cone has radius = 2ft and height 1.5 feet
the cylinder has radius 2ft and height 8 ft

that should be enough to get the answer.
