I hope this is the correct answer. Looking at the Ultra Surf web site, it appears to be a proxy server. Basically, you could use this analogy.

Imagine three students sitting in a row in a classroom - Jack, Sarah, Tom. Since class is going on, Jack and Tom can't speak to each other. However, Tom can pass a message to Sarah, who can then pass it to Jack.

Essentially, that's sort of how proxy servers work. Computer A isn't allowed to talk to Computer B due to firewall or other reasons. Computer A and Computer B can both talk to Computer C. So Computer A and B communicate through Computer C or the Proxy.

It should be noted that Computer C could potentially look at any messages sent between A and B if the messages aren't encrypted.
